Truthfully, I never figured out Dive Man's weakness to the Skull Sheild until after I beat the game. Dust Man's weapon seemed to work fine enough for me (although avoiding his missles was a pain in the arse, if I only had some sort of sheild like device to protect myself with :p).

Maybe Dust Man's weapon promotes deterioration of Skull Man's bones, I don't know.

Is it just me though, or does Skull Man's insignia look a bit like Murray from Curse of Monkey Island?

The robot masters in that one never did make a whole lotta sense. In fact, they got more nonsensical with each game.

Great job on this one, though! I love Pharaoh Man's reaction the best.
